The Arctic region is a kind of a "kitchen" for space weather all over the planet. Both the responses of the Near-Earth Space (NES) on extreme events on the Sun and the interaction effects of global wave phenomena in the atmosphere with the regional dynamic structures are extremely pronounced here. From here the ionospheric disturbances propagate to the middle latitudes. At the same time, due to mismatch between geographic and magnetic poles, the spatio-temporal patterns of disturbances dynamics are very complex and are still a subject of research.

Abroad (USA, Canada, UEC countries) in recent years, tremendous efforts are made for the development of diagnostic systems and continuous monitoring of the Near-Earth Space in the Arctic region. At the same time, in Russia disproportionately little attention is paid to this problem. In recent years, in the framework of the federal target program "Geophysics", Russian Roshydromet makes efforts to rebuild the infrastructure throughout the country, but the allocated funds are clearly insufficient for this purpose. Besides, the continuous development of technologies, used in the Arctic region, and the use of highly sensitive communication devices dictate us continuous improvement of the system for monitoring and forecasting the environment.

Large extent of the territory of the Russian Federation (longitudinal sector exceeds 100 degrees) determines the extremal need for the monitoring of atmospheric-ionospheric-magnetospheric interaction here for understanding the overall global picture of the evolution of perturbations due to a variety of
extreme events on the Sun, in the magnetosphere, or in the Earth's atmosphere . This leads to the importance of the planned research on a global scale, because the state of the Near-Earth Space has a decisive influence on performance and efficiency of the vital energy technology systems, navigation and communication with regional centers, with ships and aircrafts, including the provision of cross-polar routes.
